An Ellsinore man was charged as part of an investigation into suspected illegal activities committed while former Carter County Sheriff Tommy Adams was in office. 47-year-old Gary Wayne Bender now faces a federal indictment for a health care fraud scheme. From 2008 to 2011, Bender and others acting with Adams devised and executed a plan to obtain Medicaid reimbursement for in-home services that were not rendered. Bender was also accused of distributing methamphetamine, as well as burning multiple homes, including the former sheriff's home. After being granted a change of venue to Butler County, Bender is to appear Tuesday before Presiding Circuit Judge Michael Pritchett. Carter County Prosecuting Attorney Rocky Kingree gave testimony on his knowledge in the case earlier this week after being ordered by Pritchett. Adams was sentenced to 120 months in prison on two felony counts of possession of stolen firearms, one felony count of sale of a stolen firearm, and one felony count of being a drug user in possession of a firearm.
